रोमी 13:4
शासकवर्ग तिमीहरूलाई सहयोग गर्ने परमेश्वरका सेवक हुन्। तर तिमीले अनुचित काम गर्यो भने तिमी डराउँछौ। शासकसँग दण्ड दिने अधिकार छ अनि उसले यो अधिकार चलाउँछ। अनुचित काम गर्नेलाई दण्ड दिने उ परमेश्वरको सेवक हो।
