ଆମ୍ଭମାନେେ ରାଜାଙ୍କୁ କହିବା ପାଇଁ ଗ୍ଭହୁଁ ଯେ, ଯେତବେେଳେ ଏହି ନଗର ନିର୍ମିତ ଓ ପ୍ରାଚୀର କାର୍ୟ୍ଯ ସମାପ୍ତ ହବେ, ସେତବେେଳେ ସହେି ଲୋକମାନେ କର, ରାଜସ୍ବ ବା ମାଶୁଲ ଦବେେ ନାହିଁ। ପୁଣି ଶଷେ ରେ ତାହା ରାଜାଙ୍କ ପାଇଁ କ୍ଷତିକାରକ ହବେ।
