ਆਸਾ ਨੇ ਯਹੂਦਾਹ ਦੇ ਲੋਕਾਂ ਨੂੰ ਆਖਿਆ, “ਆਓ ਅਸੀਂ ਇਹ ਸ਼ਹਿਰ ਬਣਾਈੇਏ ਅਤੇ ਇਨ੍ਹਾਂ ਦੇ ਦੁਆਲੇ ਕੰਧਾਂ ਅਤੇ ਬੁਰਜ ਬਣਾਈੇਏ ਅਤੇ ਫ਼ਾਟਕ ਬਣਾ ਕੇ ਉਨ੍ਹਾਂ ਤੇ ਅਰਲ ਲਗਾਈੇਏ, ਜਦ ਤੱਕ ਇਹ ਦੇਸ ਸਾਡੇ ਕਬਜ਼ੇ ਵਿੱਚ ਹੈ। ਇਹ ਦੇਸ ਸਾਡੇ ਕਬਜ਼ੇ ਵਿੱਚ ਇਸ ਲਈ ਹੈ ਕਿਉਂ ਕਿ ਅਸੀਂ ਯਹੋਵਾਹ ਆਪਣੇ ਪਰਮੇਸ਼ੁਰ ਨੂੰ ਧਿਆਇਆ ਤੇ ਉਸ ਨੇ ਸਾਡੇ ਚਾਰੇ-ਪਾਸੇ ਸ਼ਾਂਤੀ ਵਰਤਾਈ ਹੈ।” ਇਉਂ ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਰਾਜ ਨੂੰ ਬਣਾਇਆ ਅਤੇ ਸਫ਼ਲਤਾ ਪ੍ਰਾਪਤ ਕੀਤੀ।
