ਇਸ ਲਈ ਯੂਸੁਫ਼ ਨੇ ਦੇਸ਼ ਵਿੱਚ ਇੱਕ ਕਾਨੂੰਨ ਬਣਾ ਦਿੱਤਾ। ਅਤੇ ਉਹ ਕਾਨੂੰਨ ਅੱਜ ਵੀ ਜਾਰੀ ਹੈ। ਕਾਨੂੰਨ ਆਖਦਾ ਹੈ ਕਿ ਧਰਤੀ ਦੀ ਉਪਜ ਦਾ ਪੰਜਵਾਂ ਹਿੱਸਾ ਫ਼ਿਰਊਨ ਦਾ ਹੈ। ਸਾਰੀ ਜ਼ਮੀਨ ਫ਼ਿਰਊਨ ਦੀ ਹੈ। ਉਹੀ ਜ਼ਮੀਨ ਜਿਹੜੀ ਉਸਦੀ ਨਹੀਂ ਹੈ ਉਹ ਜਾਜਕਾਂ ਦੀ ਜ਼ਮੀਨ ਹੈ।

ਇਸ ਲਈ ਯੂਸੁਫ਼ ਨੇ ਦੇਸ਼ ਵਿੱਚ ਇੱਕ ਕਾਨੂੰਨ ਬਣਾ ਦਿੱਤਾ। ਅਤੇ ਉਹ ਕਾਨੂੰਨ ਅੱਜ ਵੀ ਜਾਰੀ ਹੈ। ਕਾਨੂੰਨ ਆਖਦਾ ਹੈ ਕਿ ਧਰਤੀ ਦੀ ਉਪਜ ਦਾ ਪੰਜਵਾਂ ਹਿੱਸਾ ਫ਼ਿਰਊਨ ਦਾ ਹੈ। ਸਾਰੀ ਜ਼ਮੀਨ ਫ਼ਿਰਊਨ ਦੀ ਹੈ। ਉਹੀ ਜ਼ਮੀਨ ਜਿਹੜੀ ਉਸਦੀ ਨਹੀਂ ਹੈ ਉਹ ਜਾਜਕਾਂ ਦੀ ਜ਼ਮੀਨ ਹੈ।
