ਮੂਸਾ ਇਸਰਾਏਲ ਦੇ ਲੋਕਾਂ ਦੀ ਗਿਣਤੀ ਕਰਦਾ ਹੈ ਯਹੋਵਾਹ ਨੇ ਮੰਡਲੀ ਵਾਲੇ ਤੰਬੂ ਵਿੱਚ ਮੂਸਾ ਨਾਲ ਗੱਲ ਕੀਤੀ। ਇਹ ਸੀਨਈ ਦੇ ਮਰੂਥਲ ਵਿੱਚ ਸੀ। ਇਹ ਇਸਰਾਏਲ ਦੇ ਲੋਕਾਂ ਦੇ ਮਿਸਰ ਛੱਡਣ ਤੋਂ ਮਗਰੋਂ ਦੂਸਰੇ ਸਾਲ ਦੇ ਦੂਸਰੇ ਮਹੀਨੇ ਦੇ ਪਹਿਲੇ ਦਿਨ ਦੀ ਗੱਲ ਹੈ। ਯਹੋਵਾਹ ਨੇ ਮੂਸਾ ਨੂੰ ਆਖਿਆ:
