அப்பொழுது இஸ்ரவேலர் எஸ்போனில் ஆளுகிற சீகோன் என்னும் எமோரியரின் ராஜாவினிடத்திற்கு ஸ்தானாபதிகளை அனுப்பி: நாங்கள் உன் தேசத்து வழியாய் எங்கள் ஸ்தானத்திற்குக் கடந்துபோக இடங்கொடு என்று சொல்லச்சொன்னார்கள்.

எமோரிய அரசனாகிய சீகோனிடம் இஸ்ரவேலர் தூதுவரை அனுப்பினார்கள். சீகோன் எஸ்போன் நகரத்து மன்னன். தூதுவர் சீகோனிடம், ‘இஸ்ரவேலர் உங்கள் தேசத்தின் வழியே கடந்து செல்ல அனுமதிக்கவேண்டும். எங்கள் தேசத்துக்குப் போக நாங்கள் விரும்புகிறோம்’ என்றனர்.
