ఎందు కనగా అధ్యక్షుడు దేవుని గృహనిర్వాహకునివలె నిందా రహితుడై యుండవలెను. అతడు స్వేచ్ఛాపరుడును, ముక్కోపియు, మద్యపానియు, కొట్టువాడును, దుర్లాభము అపేక్షించువాడును కాక,
