அநேகம்பேருக்கு அதிக சுதந்திரமும் கொஞ்சம்பேருக்கு கொஞ்ச சுதந்தரமும் கொடுப்பாயாக; அவர்களில் எண்ணப்பட்ட இலக்கத்திற்குத் தக்கதாக அவரவர்களுக்குச் சுதந்திரம் கொடுக்கப்படவேண்டும்.
