அதற்காக ராஜா தம்முடைய ராஜ்யத்தின் நாடுகளிலெல்லாம் விசாரிப்புக்காரரை வைக்கவேண்டும்; இவர்கள் ரூபவதிகளாயிருக்கிற சகல கன்னிப்பெண்களையும் கூட்டி, சூசான் அரமனையிலிருக்கிற கன்னிமாடத்துக்கு அழைத்துவந்து, ஸ்திரீகளைக் காவல்பண்ணுகிற ராஜாவின் பிரதானியாகிய யேகாயின் வசத்திலே ஒப்புவிக்கவேண்டும்; அவர்களுடைய சுத்திகரிப்புக்கு வேண்டியவைகள் அவர்களுக்குக் கொடுக்கப்படவேண்டும்.

அதற்காக ராஜா தம்முடைய ராஜ்ஜியத்தின் நாடுகளிலெல்லாம் பொறுப்பாளர்களை வைக்கவேண்டும்; இவர்கள் அழகாக இருக்கிற எல்லா கன்னிப்பெண்களையும் ஒன்றுகூட்டி, சூசான் அரண்மனையில் இருக்கிற கன்னிமாடத்திற்கு அழைத்துவந்து, பெண்களைக் காவல்காக்கிற ராஜாவின் அதிகாரியாகிய யேகாயினிடம் ஒப்புவிக்கவேண்டும்; அவர்களுடைய அலங்கரிப்புக்கு வேண்டியவைகள் அவர்களுக்குக் கொடுக்கப்படவேண்டும்.

அரசன் தனது அரசின் ஒவ்வொரு நாட்டிலும் ஒரு தலைவனைத் தேர்ந்தெடுக்க வேண்டும். பிறகு, ஒவ்வொரு தலைவனும், ஒவ்வொரு அழகான இளம் கன்னிப் பெண்ணை சூசான் தலைநகரத்திற்கு அழைத்துக் கொண்டு வரவேண்டும். அப்பெண்கள் அரசனின் பெண்கள் எனும் குழுவிற்குள் சேர்க்கவேண்டும். அவர்கள் யேகாயின் வசத்தில் ஒப்புவிக்கப்பட வேண்டும். அவன் அரசனின் பிரதானி. அவனே பெண்களுக்கான அதிகாரி. பிறகு அவர்களுக்கு அலங்காரப் பொருட்களைக் கொடுக்கவேண்டும்.

அரசரின் ஆளுகைக்கு உட்பட்ட அனைத்து மாநிலங்களிலும் அழகும் இளமையும் கொண்ட கன்னிப் பெண்கள் அனைவரையும் ஒன்று கூட்டும்படி மேற்பார்வையாளர்களை மன்னர் நியமிப்பாராக! சூசான் அரண்மணையின் அந்தப்புரத்தில் மன்னரின் அண்ணகரான ஏகாயிடம் அப்பெண்களை ஒப்படைத்து, தூய்மைப்படுத்தும் பொருள்களை அவர்களுக்குத் தர ஆவன செய்வாராக!
