மோசே இஸ்ரவேலர் எல்லாரிலும் திறமையுள்ள மனிதரைத் தெரிந்துகொண்டு, அவர்களை ஆயிரம்பேருக்கு அதிபதிகளாகவும், நூறுபேருக்கு அதிபதிகளாகவும், ஐம்பதுபேருக்கு அதிபதிகளாகவும், பத்துப்பேருக்கு அதிபதிகளாகவும் ஜனங்கள்மேல் தலைவராக்கினான்.
